Every single day victims of disasters and wars, refugees and slum dwellers experience this. Emergency relief is magnificent work, done by respectable organizations. After they have gone many years of great silence follows and victims are traumatizing in soggy tents. They are hardly or not at all participating in reconstruction programs. That can be changed by humane and effective self help.
